In most cases of a web design project, we begin from the ground up. Working with "fresh" code and technologies is much more efficient than trying to decipher what was created by some past designer/developer. Every one designs and codes differently, so trying to use existing old code, in most cases is more costly to the client, this is why we've found clearing the slate is the best approach. Now this isn't always the case but, if we work with client on their needs, they soon find out, it is the best approach.
